I watched that movie and I don't think it was ever clear - which one was the Republican? I'd guess Garner, but that's just a coin flip.

According to IMDB.com Gardner was actually the Democrat:

"Lemmon wins his term as President by defeating his Democratic rival Garner."

But I would have bet he was the Republican as well.
